Sites Southwest completed the Comprehensive Plan for this 3 million-acre county, which is wrestling with its transition from a ranching and farming area to a seasonal resort area for tourists and retirees. Major issues addressed by the plan include county policies on managing residential growth and development and funding accompanying infrastructure, upgrading county services, encouraging development of affordable housing, and ensuring a sufficient water supply for residential, commercial and agricultural uses. Lincoln County particularly sought justifications for making its subdivision ordinance stricter than the State statute. Sites Southwest worked with an Advisory Committee made up of elected officials, private citizens, and other stakeholders to guide the planning process. Public meetings were also conducted to gather citizen input.
