Sites Southwest was charged with incorporating recommendations from the City’s comprehensive plan and the findings of a housing study geared to workforce and market rate housing into a complete document.
Just under half of Dona Ana County’s population resides in the incorporated communities of Las Cruces and Mesilla. Over half of the population lives in smaller towns, villages and unincorporated communities along the Rio Grande Valley. Many of those communities are designated colonias with significant needs for basic infrastructure and affordable housing.
The Greater Carlsbad Comprehensive Plan – Strategy 2020 identified a number of housing issues and established goals and objectives for providing quality residential environments. That was an initial step toward addressing the housing issue. Sites Southwest’s Housing Analysis and Strategic Plan provided another step.
