Sites led a planning and urban design team in preparing a master plan for the 150-acre East Lohman Site, a property on the growing east side of Las Cruces. Using guidance from a detailed market study, the plan envisioned a mixed-use community that is pedestrian-oriented and environmentally sensitive, with neighborhood centers that complement existing land uses. The plan includes strategies and realistic actions for the City to take to ensure quality urban design and development that is aligned with the plan vision. The planning process was highly collaborative involving city staff, elected officials, businesses and institutions and community members. The plan was enthusiastically approved by both elected officials and residents. The public engagement process was designed to solicit input from a range of stakeholders. It began with the City identifying key stakeholders, who were then included in focus groups, alongside key property owners. Design workshops, public meetings, and public hearings were also attended by key stakeholders and residents. Public feedback was instrumental in guiding the development of three alternative plans, each with a distinct programmatic focus and urban structure. Each scenario included a variety of creative pedestrian-oriented and urban design concepts. The final plan blended the strongest and best-supported ideas from each scenario.
