Village of Ruidoso Comprehensive Plan

Sites has a long history of partnering with Village staff on comprehensive plans, designation and plans for two metropolitan redevelopment areas, workforce housing initiatives, and zoning code updates. The Village of Ruidoso Comprehensive Plan focused on economic development, particularly diversifying economic opportunities for residents while supporting the local tourism economy. Residents were most interested in living wage jobs, workforce housing, and recreational opportunities for local youth and families. Resiliency and emergency response related to wildfire and flooding were key components of Ruidoso’s plan and continue to be critical concerns in that community. Feedback from a wide range of residents was important to Village leadership. The team held a large public forum and offered opportunities for key stakeholders to participate in various focus groups during a multi-day site visit, where all events included meals. Absentee owners, Village staff, and leadership were heavily involved in recruiting participants, and the attendance at all events was extraordinary. Village staff were involved with the process throughout, including review and input into the final recommendations. This involvement smoothed the transition of plan recommendations into Village department work programs. Since the plan’s adoption, staff have systematically tackled the plan recommendations, including utility review and upgrades, zoning code amendments, and park and other facility improvements.
