Nob Hill & Highland Sector Development Plan

Date

2007

Client

City of Albuquerque

Awards

New Mexico American Planning Association, Comprehensive Planning Award, 2008

Sites was charged with updating a 20-year old Sector Development Plan and expanding the plan area for the Nob Hill and Highland neighborhoods in Albuquerque. The community includes older residential areas and a commercial center along Central Avenue that transitions from one of the City’s most vibrant commercial districts to a deteriorating commercial strip. The Nob Hill and Highland communities participated fully in the development of the sector plan for their neighborhoods. Sites facilitated twelve public meetings, workshops and open houses to maximize public input. The project team worked with property owners on specific zoning and design regulations and shepherded the plan through adoption by City Council. Sites addressed neighborhood concerns through updated zoning that protected established residential neighborhoods, promoted commercial development, provided for transitions between intensive commercial activity and single-family homes, accommodated mixed uses, and supported the area’s heavy pedestrian, bicycle and transit traffic. The standards established for this corridor have been incorporated into the City of Albuquerque’s Integrated Development Ordinance.
