Phyllis Taylor, AICP
Phyllis Taylor believes collaborative planning provides a path to strategic investments in community well-being. Over her 36-year career, she has worked with government officials, business leaders and community residents to identify and champion wise investments in economic development, community facilities, public infrastructure and affordable housing. The common thread in her diverse portfolio of assignments is applying analytical and problem solving techniques to public and private investments in community development.
Ms. Taylor’s experience ranges from large scale comprehensive plans to neighborhoods to focused planning for single sites. She brings a background in real estate market analysis to her projects, recognizing the importance of social, natural and manmade capital to the development of healthy, sustainable communities. In addition to comprehensive plans, recent projects include: topic specific strategic plans for affordable housing; downtown redevelopment; utility systems; parks, recreation and open space; and economic development.
